Placing an 8F through popliteal vein perhaps carries no more morbidity than placing a 12 F through femoral vein which is a commonly done during filter placment.
I think the prophylactic permanent filter is a short sighted and bad idea when you think that 25% of filters do thrombose over time. I also consider temporary filter ( the one that must be removed in 10-14 days) as an insrument to ease the surgeons anxiety rather than patients' treatment, because all you do is really deferring embolization for 10 days. I think, however, there is a place for so called retrievable filters that can be left behind if they capture emboli or removed within one week if free of embolus.
